Purpose

Management of Change (MoC) is a key component of a vessel’s Safety Management System (SMS). It provides a structured process for assessing, documenting, authorizing, and safely implementing temporary or permanent changes that may affect operational safety, environmental protection, or regulatory compliance. Such changes may involve equipment, operational procedures, personnel, or organizational structures. A properly implemented MoC process helps identify potential hazards and manage associated risks before changes are introduced, reducing the likelihood of incidents and unintended consequences.

Objectives

Participants will gain an understanding of the MoC process and learn how to apply it when evaluating and implementing changes to vessel operations, equipment, procedures, or personnel arrangements. The course covers change identification, risk assessment, review and authorization, documentation, implementation, and verification. Particular emphasis is placed on assessing potential impacts before a change is introduced, ensuring that appropriate control measures are in place, and maintaining compliance with the vessel’s SMS and applicable requirements to support safe and reliable operations.
