Purpose
A Shipboard Oil Pollution Emergency Plan (SOPEP) or Shipboard Marine Pollution Emergency Plan (SMPEP) provides vessel crews with established procedures for responding to pollution incidents at sea. Under applicable MARPOL requirements, ships of 400 gross tonnage (GT) and above are generally required to carry a SOPEP, while ships of 150 GT and above certified to carry noxious liquid substances in bulk are required to carry an SMPEP, which may also incorporate oil pollution response procedures. During a pollution incident, every crew member must understand their assigned responsibilities and follow the relevant emergency procedures promptly and safely to prevent or minimise environmental damage.

Objectives
Upon completion of this course, participants will understand the purpose, structure, and practical application of SOPEP and SMPEP procedures. The course covers emergency response actions, crew responsibilities, pollution prevention and containment measures, and the reporting requirements associated with pollution incidents. Participants will also learn how to coordinate their actions in accordance with the vessel's emergency plan, use available response equipment appropriately, and communicate relevant information to the responsible personnel and authorities. Particular emphasis is placed on timely and effective response, environmental protection, and ensuring that pollution control activities are carried out without compromising the safety of personnel.
